Kaz Patafta
A barrister and solicitor admitted in the Australian Capital Territory and South Australia, Kaz advises on energy and infrastructure, M&A, project and capital-markets finance, cryptocurrency and blockchain, and corporate law. He has spent many years in Laos advising government, international and domestic clients.
His experience includes Rabobank’s USD 80 million Sepon Mine refinancing, a USD 48 million factoring facility for China Construction Bank and advising the developer of a 650 MW hydropower project.
A Lao-qualified lawyer with extensive experience liaising with government ministries and preparing complex finance documents for hydropower and mining projects. Soulignasack advises offshore lenders and project companies on investment frameworks, corporate governance and regulatory compliance.
His work includes Électricité du Laos transmission and hydropower projects, and BOT contracts for a water supply and treatment facility in a Lao Special Economic Zone.

Khamkong Liemphrachanh
Khamkong brings extensive legislative and policy reform experience, including service as Director General of the Legislation Department at the Ministry of Justice from 1990 to 2010. He has advised the Government of Lao PDR on mining projects and concession agreements.
He brings practical regulatory insight and established government relationships, and speaks Lao, Thai, Russian, French and English.
Chintala holds a Master of Laws from the University of Toulouse I, France. Her work includes client and government liaison, legal research, translation and advice on judicial process in Lao PDR.
She has worked on due diligence and advised project companies and offshore lenders across hydropower projects, including Nam Theun II and Nam Sim.
Mary brings more than ten years of business development and infrastructure project experience. She leads project management and operations for the McDonald Patafta Group’s Lao PDR office.
A former Trade Commissioner promoting Canadian trade and investment in Laos, she specialises in clean technology and smart-city infrastructure. She holds dual bachelor degrees from the National University of Laos and an MSc in Management of Innovation from Goldsmiths, University of London.
